A banner that reads "October Events" and "Agnes Robinson Waterloo Public Library." Matching top and bottom borders features ghosts, candy corn, jack-o-lanterns, and jawbreakers. A graphic of a grey cat with a purple witch's hat and draped over a pumpkin is on the left, and a smiling ghost with a box of popcorn is on the right.
